Social Solutions International Inc. is seeking an experienced Deputy Chief of Party (DCOP) to support the Pacific American Fund (the Fund), a five-year, $35 million project financing facility funded by the United States Agency for International Development (USAID). The Fund serves as a key platform for supporting the United States Government’s Indo-Pacific Strategy while also advancing USAID’s goals of promoting the localization of aid delivery. The goal of the Fund is to improve the quality of life in vulnerable communities and to improve access to services for remote communities in the region, and the Fund operates across 12 Pacific Island Countries. In addition to operating a grant-making facility, the Pacific American Fund supports USAID’s Small-Scale Construction (SSC) program in the Solomon Islands, specifically to support the tendering and construction of small-scale infrastructure (each project valued at USD $500,000 or less) that strengthens and expands the agribusiness sector in Malaita Province in the Solomon Islands. Approximately 11 projects are currently in consideration with an overall USD $8 million program budget. The DCOP will assist the Chief of Party (COP) in supporting the overall contract delivery. They will work closely with the COP and SSI headquarters leadership to oversee overall program management and compliance. The DCOP will report directly to the COP. This is a full-time position based in Suva, Fiji, or the Solomon Islands (requiring legal authorization to work in either country). Alternatively, remote work locations may be considered subject to approval.

INSTRUCTIONS:
The DCOP will assume the following administrative and operational functions to from the COP and FAO, and also serve as the backstop of the Grants Manager, SSC Team Lead, and Strategic Communications Lead:
Program Management (to support COP)
Track contractual deliverables for prompt approvals and coordinate with HO Finance Director for prompt invoicing to USAID
Prepare Approval Requests for personnel and international travel
Liaise with the SSC Team Lead for reporting and coordination with USAID
Quarterly/Annual Progress Report project management, editing, and coaching local staff
Finance/Accounting (to Support FAO)
Support CFO and Accounting Director at Home Office for invoicing; Double-check invoices and correct charge codes, if applicable
Coordinate with Suva Finance/Accounting staff on budget realignments or forecasting and quarterly accruals reporting
Grants Management
Track grant reimbursements and coordinate with the Grants Manager for prompt payment processing
Backstop Grants Manager to ensure contractual deliverables are met for all sub-award activities.
Small Scale Construction Activity
Backstop SSC Team Lead for administrative coordination with PAF at the program level with regard to accurately maintaining budgets and quarterly/annual reporting
Communications
Review and edit all Comms collateral material before submitting to USAID for approval
Guide and review all PAF Program informational communications assets
Review and edit Grant close-out summaries and success stories
Requirments:
At least 5-10 years of experience managing and operating a USAID-funded program with a budget of at least $10M.
Extensive experience in grants under contract, sub-awardee capacity building, monitoring, evaluation, and learning implementation, communications and storytelling, and quarterly/annual reporting.
Experience in financial, budgetary, and sub-award/sub-contract management. Mix of qualifications that one would find in a program manager, team-builder, and trainer.
Strong interpersonal/diplomatic skills and cultural/political sensitivity; awareness of the geopolitical issues in the regions across the 12 Pacific Island Countries covered by PAF.
